Skirting

We at Hayman Engineering do not consider the skirting to be part of the manufactured home foundation. There are three reason for the skirting in our opinion.

  1. Encloses a basement or crawlspace with a continuous wall (whether bearing or non-bearing) that separates the basement, crawlspace from the backfill.
  2. Skirting is used for keeping out vermin.
  3. Skirting is used to keep out water.

Our professional engineers opinion of skirting on existing homes is that if the skirting is non-bearing no poured concrete footing is required. See our next e-mail for information on existing construction.

 

HUD Definition of a Permanent Foundation

Permanent foundations must be constructed of durable materials; i.e. concrete, mortared masonry, or treated wood and be site-built. It shall have attachments points to anchor and stabilize the manufactured home to transfer loads, herein defined, to underlying soil and rock. The permanent foundations she be structurally developed in accordance with this document or be structurally designed by a licensed professional engineer for the following:

  1. Vertical stability:
    1. Rated anchorage capacity to prevent uplifting and overturning due to wind or seismic forces, whichever controls. Screw in soil anchors are not considered a permanent anchorage
    2. Footing size to prevent overloading the soil-bearing capacity and avoids soil settlement. Footing shall be reinforced concrete to be considered permanent
    3. Base of footing below maximum frost-penetrations depth.
    4. Encloses a basement or crawlspace with a continuous wall (whether bearing or non-bearing) that separates the basement of crawlspace from the backfill and keeps out vermin and water.
  2. Lateral stability. Rated anchorage capacity to prevent sliding due to wind or seismic forces, whichever controls, in the transverse and longitudinal directions.
